A shortest packet generation interval Lu is set by a shortest packet generation interval setting part 10. Then, the packet generation interval is set by a packet generation interval setting part 40, based on the shortest packet generation interval Lu and geometrical distribution calculated by a geometrical distribution calculating part 30. Thus, it is possible to set the packet generation interval even when the length of the packet is not fixed.
