When receiving a packet received in a reception port, each packet management unit (PM) provided on a router searches , as a reception side PM, a corresponding transmission side PM using a reception side VPN identifier of the packet. When receiving a packet from a reception side packet management unit, each PM searches, as a transmission side PM, a transmission port of the packet by using a transmission side VPN identifier of the packet. Then, the packet is transferred to the searched transmission port.
