To obtain a packet sampling method that makes it possible to comprehend quality abnormalities, occurring in another network, and extent of its impact by devising a sampling method even when using only a sampling result of a single point.
The packet sampling method has a packet collection step for collecting communication packets flowing in the network, a topology estimation step for estimating topology of the network on the basis of the communication packets acquired in the packet collection step, and a sampling step for storing a sampling result, obtained by sampling the communication packets flowing in the network by using the estimation result of the topology estimation step, in a storage means 130. In the topology estimation step, the estimation results of the topology of the network are stored in the storage means 130. In the sampling step, the sampling results are consolidated for each prescribed item in the estimation results so as to store them in the storage means 130.
