Abstract:
PROBLEM TO BE SOLVED: To provide a packet video speed converter by which speed conversion is conducted with a geteway device of a simple configuration.
SOLUTION: An H.261 coder 1 divides each DCT block into a 1st important component largely affecting image quality of each discrete cosine transformation(DCT) block and a 2nd important component only slightly affecting the image quality and provides an output. A packet processing unit 2 applies packet processing individually to coded information divided into the 1st and 2nd important components. A gateway 6 sends unconditionally a packet of the important component without aborting it to a next stage and aborts selectively the packet of the 2nd important component on the other hand. As a result, the gateway device suppresses the deterioration in the image quality to the utmost and conducts speed conversion in response to the transmission speed of the network simply.
