PURPOSE: To regulate a shift of packing bags which are overlapped with one another with a sling passed through a hole to have the bags bundled or with a metallic or wood pole material passed through when the bags are stacked in numerous layers to be carried by adhering roughly center parts before and behind on peripheral sides of wrapping members with each other and making a hole through before and behind.

CONSTITUTION: A wrapping member 1 is formed in a bag, and roughly center parts on peripheral sides of the wrapping member 1 are adhered before and behind so that a hollow part shape inside the member 1 is a doughnut when an opening la of the bag is opened, while a hole 2 through before and behind is made on a adhered part 2a. Roughtly center parts of the wrapping member 1 are adhered with each other before and behind, and the circular hole 2 made through before and behind the adhered part 2a is subjected in a circle to heat sealing treatment so that the vertically overlapping members 1 at the center part in the plan are closely adhered to each other when the wrapping member 1 is extended laterally to a flat shape. Then an inside of the sealed part (adhered part 2a) is punched in a circle to provide a vertical through hole 2.
