PURPOSE: To eliminate the occurrence of variations in the pressure of a lining film by packing a thermit reaction agent into an annular spacing between a pipe to be lined and a core pipe to a uniform density.

CONSTITUTION: An air cylinder 4 is moved circumferentially and vertically by a stepping motor 2 and a motor driven feed slide 3 within the spacing (a) between the pipe 12 to be lined and cope pipe 13 which are concentrically arranged, by which the air cylinder 4 is circumferentially moved in the spacing and is position in a vertical direction. A specific amt. of an aluminum foil tube 15 packed with the thermit reaction agent 16 is then compressed by a mount 5 disposed at the air cylinder 4. The stroke of this mount 5, i.e., the compression amt. of the aluminum foil tube 15, is determined by an upper limit switch 6 and a lower limit switch 7 disposed in the air cylinder 4.
