PURPOSE: To provide a paper cushioning material which produces no step at seam parts and is not specifically restrained in the number of layers and the height and a device for making its production possible.
CONSTITUTION: In a small spiece 2 of the paper cushioning material produced by cutting off a column-like material obtained by winding into a spiral form a raw sheet 4 having a number of nearly parallel projections 5 on one side, the nearly parallel projections 5 have an inclination angle A of 10-80° against the passing direction P of the raw sheet and are in nearly parallel relation to the spiral axis. Following this, a primary or secondary paper cushioning material 1 is obtained which is formed by constraining the small pieces 2 of the paper cushioning material by a base material having a main spread in the primary direction or a base material 8 having a main spread in the secondary direction.
