PURPOSE: To prevent the scatter of a paper caused by a too strong compression for eliminating the interruption of its production by prohibiting the dehydration from a bottom wire with an element group actuated by its contact with the inner surface of the horizontal part of its upper side, etc.

CONSTITUTION: This paper forming method and apparatus therefor is provided, in performing a first dehydration by a bottom wire 2 at a single wire dehydration zone 2a, by prohibiting the dehydration with an element group 9 actuated by its contact with the inner surface of the horizontal part of an upper side thereof. In the prohibiting zone, water is removed from the paper by a top wire 10 in stages of a first stage or a second stage double wire-dehydrating zone. These stages are made as a linear and relatively long extended structure in the single wire zone. Also, the dehydration is performed in a bent double wire dehydration zone after the stage of the first dehydration zone or the second wire zone, or in a zone before the paper W is traveling in attaching with the bottom wire 2.
