To improve the processing efficiency by shortening the initialization processing time, when a trouble occurs, by providing an interior door in a partition plate between modules in a paper sheets processing system constituted of a plurality of modules.
When a packaging device is constituted of a plurality of modules, an exterior door is arranged on each module. The modules are partitioned by a partition plate 161c, and the partition plate 161c has a hole 165a for transferring paper sheet bundles to be transferred across the modules and a maintenance hole 165b in a vicinity thereof. An openable/closable interior door 162 and an interior door detector 164 for detecting that the interior door is opened are arranged in the maintenance hole 165b. When a trouble occurs, for example, the exterior door of the module with the trouble occurred is opened, and when the interior door 162 is further opened, a control unit shuts off the power of other modules in a range maintainable from the interior door.
