PURPOSE: To enable the vertical stacking of a large number of slit rolls in a warehouse and to conserve labor inserting a paper pipe in a rewinder by immediately inserting a plurality of paper pipes produced from raw paper in the rewinder.

CONSTITUTION: A raw paper rack 10 having an opening and closing type stopper, a delivery device 13 deliverying raw paper from the raw paper rack 10 one at a time and a cutter 24 cutting the raw paper from the delivery device 13 are provided. Further, fixed and movable centering parts 43, 43a positioning the paper pipe cut by the cutter 24, a cap press bonding machine having movable and fixed cap inserting machines 47, 31 and movable and fixed cap press bonding machines 49, 49a and a paper pipe feed conveyor 53 are provided. A paper pipe storage 54 successively storing the paper pipes corresponding to one raw paper received from the paper feed conveyor 53 on this side of the paper pipe inserting position of a rewinder 80 and a paper pipe pusher 55 inserting the paper pipe received from the paper storage 54 in the rewinder 80 to supply the same are provided.
