To prevent winding-up of paper to a cylinder and a roller in paper-cutting time, in a paper-winding preventive device and a printer.SOLUTION: A paper-winding preventive device is provided with an inking roller 78a supplying ink, a plate cylinder 44a delivering the ink to a printing plate installed on an outer peripheral surface from the inking roller 78a and a blanket cylinder 34a carrying by contacting with a web W and transferring the ink delivered from the plate cylinder 44a to the web W, and a gas jetting device 122 is arranged for jetting gas toward the inking roller 78a-side from the web carrying position side on the outer periphery of the blanket cylinder 34a.SELECTED DRAWING: Figure 1
