A tension imparting means consisting of a motor 31, etc., which is equipped with a tension pickup 61 to sense the tension of a web W2 situated between a sheet feeding part 30A and a laminate unit 40 and with which tensioning for the web W2 is put out of effect by disengaging a clutch 3 before starting the operation to send out web continuously from the sheet feeding part 30A is to be turned in the condition with the tensioning put in effect by engaging the clutch after starting of the operation, wherein a judging means judges at starting of the operation whether the operation is started on the basis of the tension value sensed by the pickup 61, and if yes, issues a clutch control signal to put in effect the tensioning made by the tension giving means.
