Also, the main control unit 200 determines the deterioration state of the inspection ticket 1 on the basis of inspection ticket history information indicating the use history of the inspection ticket 1 and information indicating the appearance of the current inspection ticket 1 acquired by a bill determination unit 130, and manages the use of the inspection ticket 1.
