A bill in a lining state is subjected to obverse/reverse side inversion along the carrying direction by an inversion part 12 after being carried in a bill head-tail arranging device 4 by a carrying-in part 11, and assumes an obverse head state by being ejected from the bill head-tail arranging device 4 by a carrying-out part 13. The bill in a reverse head state is changed in the vertical direction to the carrying direction by the carrying-in part 11 by a direction changing inversion part 14 after being carried in the bill head-tail arranging device 4 by the carrying-in part 11, is subjected to obverse/reverse side inversion along its changed direction, is carried between a reversing part carrying-out means 35 of the inversion part 12 and the carrying-out part 13, and assumes an obverse head state by being ejected from the bill head-tail arranging device 4 by the carrying-out part 13.
