PURPOSE: To prevent omission of inner paper sheets and obliviousness on opening a stopper both from occurring, by installing a stopper on-off device which opens with insertion of a cassette and closes with its drawing, respectively.

CONSTITUTION: When a safe cassette 20 comes to be inserted so deep enough, a tip surface of an inner housed bill being held by an upper stopper 182 and a lower stopper 183 of a stopper mechanism hits both upper and lower flappers 131 and 132 of a separator mechanism 28 and held thereto. At this point of time, the stopper 182 opens so as to jump up as it hits a pressing body 186, and the stopper 183 also opens as being retracted downward. Likewise, when the safe cassette 20 is drawn out rearward, first the stopper 182 comes off the pressing body 186 whereby the stopper 182 turns downward with pressing force by a spring 184 of another pressing body 185 as a reset device so that it is automatically restored to a closed state, and simultaneously the stopper 183 goes up, coming into a state of being closed automatically.
