To provide a paper splicing device using a less occupation space, assuring good web joining accuracy in paper splicing, and capable of shortening the time of the splicing operation.

The paper splicing device is equipped with a traverse cutter 5 for horizontally cutting a web laid in the longitudinal direction where the pass line of the web S1 in the device is used as longitudinal, a paper splicing nip 7 installed over the traverse cutter, a cutter receptacle 13 movable between the attaching position of the cutter on the side opposite the pass line and the separating position apart therefrom downward and capable of holding the web in suction attachment, a paper splicing arm 14 swingable between the attaching position confronting the cutter receptacle in the attaching position and the point-of-origin position located apart therefrom and capable of holding a sticky tape in suction attachment, and an over-located suction attachment box 16 movable between the fixed position behind the cutter receptacle in the attaching position and its attaching position identical to the attaching position of the cutter receptacle and capable of holding the sticky tape in suction attachment.
