In the fee settlement machine, encrypted information of input setting information D1 with a key code K1 is input to a hash function, to create check information C1. The check information C1 is transmitted to a management device. The management device inputs encrypted information obtained of setting information D1' with a key code K1' to the hash function, to create check reference information C1'. When the check reference information C1' matches with the check information C1, the management device inputs the encrypted information of check reference information C1' with the key code K1' to the hash function, to create confirmation information CC1. The confirmation information CC1 is input to the fee settlement machine 3. In the fee settlement machine 3, the encrypted information of check information C1 with the key code K1 is input to the hash function, to create confirmation reference information CC1', and the setting information D1 is validated, when the confirmation information CC1 matches with the confirmation reference information CC1'.
