This partial video encoding method divides video to be encoded into a range block group which completely covers the video contents and generates an area block including the area of the video contents from the video contents in its original shape or converted shape. The partial video encoding which is performed exclusively in a serial video image group only with a basic video group included in the video at selectable time intervals, and the same range and the same area block division with the basic video are used for intermediate video provided between basic video groups. As for respective range blocks in a search range, an area block is found in the intermediate video which seems the most alike in precedent video for an area block at the same position and when the area block is found out in the search range, the conversion vector of the area block for the area block which seems the most alike in the precedent video is transmitted instead of an address and a conversion function.
