A passive output device includes: a second memory 13 or first memory 11 that stores individual basic data items being output targets; and a CPU 9 that generates output data from at least one basic data item that is selected by external input. Thus, the device can generate output data by selecting basic data items within the second memory 13 or first memory 11 as required, thereby adding a new output operation or changing an existing output operation to allow the output operation to be easily customized.
