The sheet material 21 is to give desired uneven patterns on the surface of a concrete-based panel 11, and if it consists of cloth, nonwoven fabric or foam bodies, then good buffer properties can be achieved. The fixation of the sheet panel 21 to the panel 11 surface is made that a series of coating films 31 formed on the surface of the sheet material 21 and panel 11, or paints coated on the surface of the sheet material 21 and panel 11 for forming the coating films 31 are impregnated in the sheet material 21 and cured in contact with the panel 11 surface. In the patterned concrete-based panel 11, since the surface is formed with uneven patterns by the sheet material 21, patterns can be formed with excellent decorative properties and high changeable patterns at low costs.
