CONSTITUTION: Multiple nearly flat plate-like regular blocks 20 each surrounded with a pair of side walls 23 of the same shape and a pair of side walls 24 of the same shape on the periphery of the upper and lower faces 21 are combined and laid. A paving elastic block laid at the peripheral section of the regular block 20 is constituted of a side wall 64 to be brought into contact with the side wall 24 of the regular block 20, a pair of side walls 63 of the same shape adjacent to the side wall 64, and a straight side wall 64 perpendicular to the linear side walls 63. The height is continuously made lower from the side wall 64 kept in contact with the side wall 24 of the regular block 20 toward the straight side wall 65, the upper face 61 is inclined, the end section of the upper face 61 is formed into a curved face, it is continuously connected to the end of the upper face 62 to form the straight side wall 65, and projections 90 are provided on the lower face 62.
