A view controller 21 of the cable television center 20 attaches a terminal number of a home terminal 6 possessed by the subscriber that has transmitted the pay program viewing request information to the cable television center 20 to a descramble signal that is used to descramble a scrambled pay program when broadcasting the pay program designated by the pay program viewing request information.
