CONSTITUTION: A driving roller 5 is pushed against a speed governor pulley 7, and a motor is rotated, gradually reducing the resistance value of a rating setting resistor 3, until the motor speed reaches the neighborhood of a rated speed. Next, gradually reducing the resistance value of a setting resistor for fine adjustment 4, a speed governor is actuated. The number of revolutions of the speed governor pulley 7 at this time is read by a speed detector 8. In addition, reducing the resistance value of the setting resistance for fine adjustment 4, an emergency stop device is actuated, and the number of revolutions of the speed governor pulley 7 at this time is read by a speed detector 8.
