This peripheral device managing system comprises an IC card 103 holding information of the number of IC cards 103 (hereinafter referred to as the number information) of a user, a server 104 holding the number information of the IC card 103 by each user, and a peripheral device 101 that updates the number information held in the IC card 103 by acquiring it and updates the number information of each user held in the server 104 by acquiring it to compare both of the number information with each other, thereby carrying out personal authentication of the user. As a result, a manager of the peripheral device managing system can update the number information held by the IC card 103 without collecting the IC card 103 and the user of the IC card 103 can adequately update the number information on an as needed basis by only utilizing the peripheral device 101 without considering the updating of the number information.
