PURPOSE: To obtain the subject inhibitor expressing stabilized effect of lowering the permeation or movement of water, aqueous solution and solvents by using, as a principal ingredient, the culture mixture of a microorganism in Alcaligenes spp., or the biopolymer from treatment of the culture mixture.

CONSTITUTION: Alcaligenes letaase B-16 strain (FERM-BP2015) is cultured and the culture mixture of a biopolymer, a treated product thereof, is used as a major ingredient to provide the subject inhibitor. The inhibitor is used 0.001 to 1% to lower the permeating properties of water, aqueous solution and others.
