To prevent identification accuracy from being lowered even when external light is projected into an iris image in personal identification utilizing iris recognition.
With respect to a person to be identified, the photographing device photographs a plurality of iris images whose external light projecting positions are different (A1). An iris code which is a feature amount for identification is extracted from each of the plurality of photographed iris images (A2), the plurality of extracted iris codes are collated with registered iris codes to create a plurality of collated results (A3), the plurality of collated results are merged to obtain a final collation score (A4) and by using the final collation score, the identification is performed (A5).
