To provide a saccharide compound achieving regulation or the like of a bond between each of L-selectin, P-selectin and chemokine, and its ligand; and to provide a treating and preventing agent for ameliorating a symptom of a disease such as an inflammatory disease and exhibiting high affinity in a living body.

The treating and preventing agent is the saccharide compound represented by formulas (I) (wherein, R1, R2, R3 and R4 are each a hydrogen atom or a sulfonic acid group), (II) (wherein, R5, R6, R7 and R8 are each a hydrogen atom or a sulfonic acid group), (III) (wherein, R9 and R10 are each a hydrogen atom or a sulfonic acid group; and m is 3 or 4) or (IV) (wherein, R11 and R12 are each a hydrogen atom or a sulfonic acid; and n is 3 or 4), or contains the saccharide compound.
