To provide a water-erodible pharmaceutical delivery device exhibiting good adhesion and localized drug delivery capability without giving patients minimal discomfort, a necessity in this field.

The pharmaceutical delivery device includes a layered film having a first water-erodible adhesive layer arranged to contact the mucosal surface and a second water-erodible non-adhesive backing layer containing hydroxypropyl cellulose and an alkyl cellulose. The device may have drugs included in the first layer, the second layer and both. The alkyl cellulose is ethyl cellulose. The ratio of hydroxypropyl cellulose to ethyl cellulose is 1,000:1-3:1.
