PURPOSE: To improve the activity of the subject catalyst by forming a phase- transfer catalyst consisting of a high-molecular compound resulting from the graft copolymerization caused by the addition of a monomer capable of quaternary transformation of a salt to the peroxide bond of a peroxide bond containing cross-linked polymer having a specific structural unit.
CONSTITUTION: A monomer (a) having not less than 2 unsaturated groups in a molecule, a hydrophobic monomer (b) and a monomer (c) shown by the formula I (wherein R1 represents hydrogen atom and methyl group and R2 represents a 1-5C alkyl group and cyclohexyl group) are copolymerized to synthesize a peroxide bond containing cross-linked polymer (polymer A). A monomer (d) reactive for transformation into a quaternary ammonium such as 4-vinyl pyridine is then added to this polymer for graft copolymerization with the resultant formation of a phase-transfer catalyst consisting of a high-molecular compound having the structure of the quaternary ammonium salt of not less than 60% and the weight ratio of the polymer A of 5-60%.
