PURPOSE: To provide a phosphor substrate having a smooth conductor layer having no blister at favorable production efficiency.
CONSTITUTION: Using a transfer foil including a transfer layer comprising an oxalic acid layer 3 on which needle-like crystalline matters 2 are protruded, a filming layer 4, and a phosphor ink layer 5 formed in this order on a base film 1, the transfer layer is transferred onto a transparent substrate 7. The needle-like crystalline matters 2 are then protruded on the filming layer 4 by first heating, and a metal back layer is formed on the filming layer 4 by deposition. Organic components other than phosphor under the metal back layer are then eliminated by second heating, thereby a lamination film of the phosphor layer and the metal back layer is formed on the transparent substrate 7.
