To provide: a novel phosphorus compound having an isocyanurate ring; a flame retardant containing the phosphorus compound; a resin composition containing the phosphorus compound and a resin component; and uses thereof.SOLUTION: The present invention pertains to a phosphorus compound having an isocyanurate ring represented by chemical formula (I) (where, R1 is a C1-C20 alkyl group, an aryl group, or a benzyl group, R2 is a group having 1,3,5-triazine-2,4,6-trione skeleton. OR, R1 and R2 may be linked to form a ring. R3 may be the same or different to represent a C2-20 alkenyl group or a C2-20 alkynyl group. R4 may be the same or different to represent a hydrogen atom, a C1-20 alkyl group, an aryl group, a benzyl group, a C2-20 alkenyl group, or a C2-20 alkynyl group.
