C and the conductivity governing substance, laminated on the first layer 102. The first layer 102 contains Ge in a uniform distribution in its partial layer region in contact with the substrate 101 and one of the first layer 102 and the second layer 103 contains oxygen in a uniform distribution in the whole or partial layer region.
