To realize data communication from a controller even if a wire network does not exist by communicating data from the programmable controller between the controller and a computer network through a PHS communication unit and ISDN.

Data from equipment/device is communicated to a base station without wire from the programmable controller through the PHS communication unit. Data is transmitted from the base station to a computer or the programmable controller on the wire network via ISDN, TA corresponding to PIAFS and a router. Instruction data from the computer or the programmable controller on the network is transmitted to the programmable controller from a PHS communication unit by an inverse flow and it is transmitted to the device/equipment. Thus, data can be communicated without wire from the programmable controller by using the PHS communication unit.
