To save calling charge by comparing calling charge of PHS with that from a nearest public telephone at the time of calling by means of a PHS telephone set outside and selecting an inexpensive calling means.

When a user inputs an opposite party telephone number by a key part, the area code of the number is recognized by a control part 5 as opposite party position information. The control part 5 calculates calling charge based on present usage position information of the user (area code), position information of the opposite party (area code) and calling charge data of the public telephone and PHS, which is incorporated in an ROM 3, so as to compare the calling charge of the nearest public telephone with that of PHS. The result is reported to a reporting part 6 and it is selected which one of the calling means is used by the key part. Therefore, a communication means with inexpensive calling charge is selected from the nearest public telephone and PHS so that calling charge is saved.
