To provide a picture coding system, a method for coding picture, and storing media capable of fast coding a picture required.

The picture coding system comprises a coding management section 101 for receiving title information or control information of a picture sent from a movie picture control section 113 and sending stream of the picture data sent from a coding section 111 to the movie picture control section 113, a frame setting section 103 for reading out the appropriate intermediate data from an intermediate data storing section 115 on the basis of the title information or the control information sent from the coding management section 101, an intermediate data decoding section 105 for decoding and separating the intermediate data into the picture data and motion vector, a motion vector buffer 107 for storing the motion vector, a frame buffer 109 for storing non- compression picture, and the coding section 111 for coding frame based on magnification information and position information by using the motion vector obtained by decoding the intermediate data for motion compensation.
