PROBLEM TO BE SOLVED: To make it possible to display a picture on a PDP having a display screen different in aspect ratio from an input picture without impairing the number of horizontal picture elements or the number of vertical scanning lines of the original input picture and without impairing the roundness of the input picture. SOLUTION: The input picture is divided into B pieces (B is an even number of two or more) of areas bi (1≤i≤B) in the horizontal and vertical directions. A value is allocated to each area bi, where the value differs from each other by a constant value g (>0), defining a predetermined magnifying factor as ki (1≤i≤B), and varies from a minimum up to a maximum. Moreover, these magnifying factors Ki are set so that they are symmetrical to a borderline L1 dividing the number of horizontal picture elements H into approximately two right and left, or they are symmetrical to a borderline L2 dividing the number of vertical scanning lines V into approximately two up and down. And, a transformation is provided to the number of horizontal picture elements P or the number of vertical scanning lines Q of the PDP display determined from a relational expression of a rectangular coefficient α which means an arrangement pitch form of the individual picture elements configuring a PDP of a predetermined aspect ratio different from the input picture\'s.
