PURPOSE: To output only a picture in a certain frame out of a moving picture as a receiving part output with high accuracy (high picture quality or high resolution).

CONSTITUTION: At the time of receiving a stop motion command signal from an operation part 27 in a receiving part, a host CPU part 28 applies the received signal to a decoding part 22 and also a user data processing part 26 to allow a multiplexing part 25 to multiplex the stop motion command control signal with LSD and output the multiplexed signal to a line 3. A transmitting part 1 fetches the LSD included with the stop motion command signal obtained from the receiving part into a multiplexing/separating part 15a, judges the signal by a user data processing part 14, applies the stop motion command control signal from a host CPU part 16 to an encoding part 12 to stop the updating of data writing in a frame memory 12a.
