CONSTITUTION: A picture processing part 300 executes the threshold processing, the binarization and the contour line extraction of an objective picture to be processed, and generates the vector data of this contour line, and sends it to the recognizing part 100. The recognizing part 100 is constituted of a neural network to execute graphics recognition based on the vector data, and is provided with the neural layers 20, 30. The data of 0-order is inputted to the neuron 21 of the layer 20, and the data of first order is inputted to the neuron 31 of the layer 30, and they are processed. Thus, since the recognizing part 100 itself is of the layer structure and of data input structure to meet the degree of abstractness of the data, it can execute surely the desired recognizing processing.
