PURPOSE: To obtain a recorded picture without fog with sufficient density by impressing a voltage of the same polarity as that of a picture recording voltage after a recording member passes through a recording section so as to elimiate only the toner at the background part without excluding the toner of the picture part.
CONSTITUTION: An electrostatically charged toner (a) of the same polarity as that of a picture recording voltage 8 and a toner (b) charged electrostatically in the same polarity as the applied voltage 6 adhered to the background part exist in a recording member 1 after the member passes through an electrode 9. The recording member 1 in this state reaches a background part toner eliminating device 11. The voltage of the same polarity as that of the recording voltage is impressed to the downstream side of the recording electrode group when viwed from the moving direction of the recording member 1. Thus, the recording picture with sufficient density without fog is obtained by eliminating the background toner only without eliminating the toner of the picture part.
