PURPOSE: To provide a picture recording and reproducing system processing information of 1st and 2nd picture signals without a loss when a picture signal superimposed with the 1st and 2nd picture signals is outputted and recording the picture signal onto a recording medium while making the relation between the 1st picture signal and the 2nd picture signal clear and coping easily with edit processing.

CONSTITUTION: After a moving picture signal and a superimposed signal are coded individually by relevant coders 10, 12, they are synthesized by a mix circuit 11 so as to be continuous and the result is recorded on a recording medium. When the synthesized picture signal is picked up from the recording medium, a selector 13 is used to separate the synthesized signal into the coded moving picture signal and the superimposed signal and decoders 14, 15 respectively decode the signals and the decoded signal is given to a superimposing circuit 16. The superimposing circuit 16 implements superimposing processing based on a relation of position based on a superimposition position control signal from a superimposing position control circuit 17.
