PURPOSE: To emphasize a title picture by inserting a still picture of a color pattern outputted from a color pattern generating means to an input picture signal according to still picture information stored in a memory means.

CONSTITUTION: An optical image of an object by an image pickup lens 10 is converted into an electric signal and fed to a process circuit 14. The process circuit 14 forms and outputs a luminance signal Y and color difference signals R-Y, B-Y from the output of the image pickup element 12. A title insertion circuit 18 is provided with a title memory storing a picture outputted from the process circuit 14 as a title picture and outputs a title picture according to a color pattern generated from a color pattern generating circuit 16 while being superimposed on an output signal of the process circuit 14. An encoder circuit 20 modulates the output signals Y, R-Y, B-Y of the title insertion circuit 18 by using a subcarrier, adds a synchronizing signal and outputs the result as a video processing signal.
