PURPOSE: To attain efficient picture signal transmission by allocating adaptively a frame corresponding to information quantity of plural channels with respect to the picture signal transmission control system in which a picture signal from plural television cameras or the like is multiplexed and sent.
CONSTITUTION: A picture signal of plural channels is multiplexed in the unit of frames by using a selector 2 of a CODEC 1. The quantity of information corresponding to each channel is detected by an information quantity detection section 4 in this multiplexing, a comparison control section 5 controls that a great number of frames is allocated to a channel having much information quantity and a little number of frames is allocated to a channel having less information quantity.
