PURPOSE: To eliminate a space between a layout picture and a frame by correcting picture elements between the layout picture and the frame at the time of fitting the layout picture to the frame to output and record it with the resolution higher than that of a display picture.

CONSTITUTION: An input controller 100, a file server 200, an image setter 400, and a working station 300 are provided, and they are provided with CPUs independently of one another, and a picture having high-definition is fitted to the frame of a layout mount and is obtained as a hard copy or a block copy for print. The layout mount and the printed picture are read, inputted, and stored by the input controller 100, and they are recorded and outputted by a high-resolution picture output device 10 after layout drawing in the working station 300 which performs the processing with data obtained by thinning the read data and has a relatively low resolution, and at this time, picture element coordinates on the original picture are determined from the pattern of 8 picture elements adjacent to a picture element designated on the picture obtained by OR thinning to correct the picture element. Thus, the picture is just fitted to the frame to perform picture synthesis.
