PURPOSE: To provide a piercing device for a printed circuit board in which quality of a bored hole can be improved, and in which punching work can be performed at an extremely high speed by restoring a punch holder block and a hold down clamp not by uncontrollable restoration force of a restoration spring or the like, but by controllable restoration force.

CONSTITUTION: This device is provided with a first controllable means P1 as a controllable actuator to apply force in a punching direction and in a punch restoration direction to a punch holder block 8, a second controllable means P2 to fit a hold down clamp 10 to a printed circuit board 11 to be punched, and a third controllable means P4 to part the punch holder block 8 and the hold down clamp 10 from each other.
