To provide a pipe end member with excellent workability and a pipe structure having the pipe end member.SOLUTION: A pipe end member 10 installed at the end part of a double pipe WP having a double structure of an existing pipe EPL and a lining pipe LP, comprises a hollow disc-shaped flange part 111 extending across both an existing pipe thickness surface EPL2 between an inner peripheral surface EPLi and an outer peripheral surface EPLo at the pipe end of the existing pipe EPL, and a lining pipe thickness surface LP2 between an inner peripheral surface LPi and an outer peripheral surface LPo at the pipe end of the lining pipe LP.SELECTED DRAWING: Figure 5
