To obtain a plant cell activating composition capable of not requiring freezing and of maintaining qualities of plant while continuing activities of animal and plant cells by adding a natural inorganic material, ceramic and/or magnet powder containing ground permanent charge crystal to a specific polymer emulsion.

A polymer emulsion having ≥108cm volume specific resistance in a hardened state is mixed with a natural inorganic material, ceramic and magnet powder containing permanent charge crystal ground to ≤0.15mm singly or in combination to give a composition. The composition is applied to, kneaded or combined with paper, a fiber cloth or a polymer sheet to give a packing material.
