A database 22 for screen display is prepared, based on the operation content 213 of an operation procedure database 21, monitor information matching the operation content 213 of a monitor information database 31 and operation information matched with the operation content 213 of an operation information database 32, and the database 22 for screen display is converted into text data, and the operation content 213, monitor information matching the operation content 213 and the operation information matching the operation content 213 are displayed on a monitor operation screen 16, based on the database 22 for screen display converted into the text data by a plant operation monitoring device 13.
