This operation support system is equipped with a plant actual result data base 14 which gathers, stores, and holds plant data including various conditions regarding the operations of respective devices in a plant 1, target values for the operations of the respective devices, and respective process values, a knowledge data base 15 that stores plural pieces of knowledge information consisting of a combination of items and conditions including the devices which are needed to operate the plant 1, a data base retrieval means 16 which retrieves a target value meeting items and conditions specified with the selected knowledge information from the plant actual result data base 14, and a target value setting means 19 which sends the selected items, conditions, and the retrieved target values to a plant control part 9.
