To suppress peeling of a phosphor by warpage or cracking and to improve yield by providing phosphor on a glass substrate after providing an electrode, a dielectric body and a barrier rib thereon, and setting the surface roughness of the dielectric so as to have an arithmetic average roughness of a specified value or more and a maximum height of a specified value or more.
A stripe-like electrode and a dielectric 30 μm thick are formed on a glass base, and a stripe-like barrier rib pattern 350 μm thick is formed thereon by use of a negative mask by light emission, development and baking. A red phosphor layer paste is applied onto the resulting substrate, a photomask is put thereon followed by light emission and development to form a stripe-like red phosphor pattern, and green and blue patterns are sequentially formed in the same manner. The surface roughness of the thus-manufactured dielectric has an arithmetic average roughness Ra of 0.1-0.2 μm or more and a maximum height Rt of 1-2 μm or more. Thus, a highly fine PDP can be manufactured in a good yield since the phosphors are never peeled.
