CONSTITUTION: A movable cutter 3 moves in reciprocation through the revolution of a cam 8, and when the movable cutter 3 is separated from a fixed cutter 2, a binding plastic band 10 is introduced between the fixed cutter 2 and the movable cutter 3, and cut is carried out when the movable cutter 3 meshes with the fixed cutter 2. Since, at this time, the cutting edge 3a of the movable cutter 3 has a toothed shape, the plastic band 10 is cut with a time difference, and the impact and vibration in cutting exceedingly reduce. Further, in cutting, since the movable cutter 3 advances in a wedge form for the plastic band 10, the band 10 is firmly fixed because of the biting of the movable cutter 3, and shift is prevented. In this case, the cutting edge 2a of the fixed cutter 2 is formed to a straight-line form.
